International Workshop on The Cost of Quality

Theme As can be deducted from the different standards on the quality of geographic information and cartographic material (ISO 19113:2002, ISO 19114:2003), quality is a relevant issue in the map making process. The question remains what additional costs, the implementation of these quality standards, generate. The scope of the costs and quality aspects should not be limited to the creation of paper maps, since within the digital era a lot of evolutions have had their effect on the production of maps. First of all, although a lot of maps are still published on paper, a huge amount of them only exist in a digital format disseminated via the internet or on an digital carrier (CD-ROM, DVD, …). The internet age also made the data to produce these maps available free of charge or at a low cost. Additionally, the internet itself provides the cartographer with an increasing amount of so-called ‘Open Source software' and ‘Freeware'. All these elements seem to lower the cost of creating and disseminating cartographic material and maps. The question remains what the effect is on the quality of maps. What is the quality of data available on the internet? Are ‘Open Source' software and ‘Freeware' tools cheaper in use than high level (and rather expensive) cartographic tools? Is there a steep learning process? Do these tools provide everything needed to create high quality maps? Etc? In other words what is the cost of quality!

Call for Papers We call for contributions relevant to the workshop wich include but are not limited to the following topics.
  • Quality standards and their effect on the production cost.
  • Data availability: cost and quality
  • Comparisons between ‘Open Source' and ‘Freeware‘ tools and commercial software for creating maps
  • Comparisons between paper maps and different types of digital maps (quality issues, economic issues, …)
  • The aim of this workshop is to have a clear current state of the art and to have in depth discussions about the different topics, as well as to propose new research lines. Therefore, we encourage both original submissions and papers that have already been published in excellent conferences in the past to be presented and discussed again at the workshop. Participants and contributors are asked send in an abstract (in between 250 and 750 words) in Word or PDF format not later than May 15. Submissions should be sent to Peter.Bogaert@Ugent.be .

    The abstracts will be reviewed by two members of the program committee. They will be carefully evaluated based on originality, significance, technical soundness and clarity of expression. Accepted abstracts will be invited for presentation at the workshop. The workshop will be organized in a way to stimulate interaction amongst the participants. To this aim, an important part of each regular time slot will be reserved for discussion.

    Out of the abstracts and discussions at the workshop a technical report will be created which will be made available online, and a printed version will be sent to the participants after the workshop. The notification of acceptance will be before May 30.
